14 killed in Garissa church attacks

Fourteen people have been killed and over 66 others injured in simultaneous attacks on two churches in Garissa Town.Sources said the balaclava-clad men shot dead two police officers at the African Inland Church (AIC) and used their guns to shoot the worshippers. They also hurled grenades into the churches. The twin attacks on the Our Lady of Consolata Catholic Church and the Garissa AIC took place around 10.20am.In the first instance, three men drove into the AIC compound, two alighted from the vehicle and walked towards the police officers who were seated about 20 metres from the church. They shot them dead with pistols at close range. They then took their firearms, two AK47 rifles loaded with 60 rounds of ammunition, and fired several shot in the air — forcing the congregation to rush towards the back door for safety. They then hurled two grenades into the church and opened fire indiscriminately, killing nine worshippers on the spot. They escaped in their car. The bodies of the victims lay in a heap at the back door of the church, an indication that they were trying to escape from the executioners. Most of them were shot in the head. One of the police officers was identified as Issa Mohammed Aden, who was recently transferred from the Diplomatic Police Unit in Nairobi. He was buried a few hours after the attack at the Technical Muslim Cemetery. The identity of the other officer was withheld until the next of kin are notified of his death. Around the same time, another group hurled two grenades at the Catholic Church but one did not explode. Mr Daniel Munyasia, a guard on duty, said the attackers escaped on foot into a waiting vehicle. This came as security forces scoured the porous border with war-torn Somalia in search of four aid workers kidnapped from Dadaab refugee camp on Friday.

Court stops Kenya's County Commissioners

The high court has revoked the appointment of the 47 county commissioners by President Kibaki.High court Judge Mumbi Ngugi in her ruling said the president had erred in the appointment of the commissioners as he had over looked several articles in the constitution.Justice Ngugi said that the president had failed to observe the constitution which had clearly outlined that no one gender should occupy more than two thirds of any given government appointments. She said the appointments were don without consultation and concurrence with the Prime Minister  Raila Odinga. The judge said the appointments lacked a competitive and participatory selection process which involves public participation in the process of picking candidates.

Atwoli supports ban on Middle East jobs

The COTU secretary general Mr Francis Atwoli has lauded the decision by the Foreign Affairs ministry to suspend recruiting agencies from recruiting domestic workers to the Middle East.Atwoli now wants the government to arrest the scrupulous agents who have over the years duped Kenyans by getting them into substandard enslaving contracts with employers who end up mistreating them.“Some of these agencies are paid upfront, and when someone goes to work there, they don’t get paid and are later informed the recruiting agency was paid all their dues upfront,” said Atwoli.Atwoli further called on the government to confiscate recruiting certificates from the agencies until new policies protecting domestic workers abroad are put in place.Referring to his closing address to the 101st International Labour Congress that was recently held at the International Labour Organization in Geneva, Atwoli cited youth unemployment in the country as a ticking time bomb, a situation pushing many young Kenyans to work in demeaning and life threatening environments.Kenya joins a growing list of countries that have placed such bans, preventing their workers from working in the Middle East, following revelations of sexual harassment, mistreatment and even murder in the hands of employers. The ban will stay in place until all recruitment agencies are vetted, according to a statement from the Foreign Affairs ministry on Friday. The ministry’s diplomatic secretary, Mr Patrick Wamoto, said the government was concerned that most Kenyans seeking jobs in the Arab countries returned home in tears.“The complaints received range from mistreatment, lack of payment of salaries, over-work, denial of food and lack of communication with their relatives in Kenya. In some cases, the Kenyans are lured by unscrupulous and unregistered agents who promise them non-existent lucrative jobs” Mr Wamoto said.

Kibaki tells off Jirongo over ‘project’ talk

State House has rebuked an MP over claims that it is sponsoring several political parties to manipulate President Kibaki’s succession race. Mr Cyrus Jirongo, a statement from the Presidential Press Service said, “should be telling Kenyans what he will do to transform their lives, not yapping ‘State House, State House’ every time he opens his mouth”. It described the Lugari MP’s statements as careless and irresponsible, dismissing him as a “political activist whose political and business history is very well known to the Kenyan public”.The latter was in reference to the notoriety Mr Jirongo gained as a moneyed campaigner for President Moi through the Youth for Kanu ‘92 outfit ahead of the 1992 General Election. The President was responding to a series of public claims by Mr Jirongo that the United Democratic Forum (UDF) of Deputy Prime Minister Musalia Mudavadi and the United Republican Party (URP) of Eldoret North MP William Ruto were among parties sponsored by State House.Mr Jirongo has also posted on his Twitter and YouTube pages videos of him making the allegations at a public function where Mr Mudavadi was present.“We are aware that the government is sponsoring six political parties to field presidential candidates to divide communities with large number of voters for their selfish gains,” he said at the weekend in Busia. He claimed that Mr Mudavadi and Mr Ruto would divide the vote so that Deputy Prime Minister Uhuru Kenyatta can succeed President Kibaki.

Kenyan MPs can now defect at will

MPs can now freely hop from one political party to another and still secure their parliamentary seats.MPs passed changes to the Political Parties Act to allow MPs and councillors to defect from their political parties and still retain their seats. But the House rejected proposals by Chepalungu  MP Isaac Ruto to allow presidential candidates and the deputy presidents to also contest in other elective positions even as they seek the top seat.Mr Ruto wanted changes to the Elections Act to provide that incase a presidential candidate and the deputy win in their bid for the top seat, they can forfeit the lesser position. However, the amendments were unanimously rejected by the House with MPs who sat late into the night to debate changes to the Statute law Miscellaneous Bill dismissing it as unconstitutional and unnecessary. The contentious amendments to allow defections were approved during an acrimonious debate pitting ODM MPs allied to Prime Minister Raila Odinga who vehemently opposed the changes, against the others who were the majority.Temporary Speaker Dr Joyce Laboso had a difficult time controlling the rowdy MPs which saw Nominated ODM MP Rachel Shebesh thrown out for misconduct.Chepalungu MP Isaac Ruto (ODM) successfully proposed an amendment to section 22 of the Elections Act 2011 to provide that a presidential candidate and the deputy be eligible for nomination and also contest in any other elective seat in the next elections.Gachoka MP Mutava Musyimi's amendments seeking to have MPs defect to other parties without losing their parliamentary parties was approved by the House. Mr Musyimi, a PNU MP with presidential ambitions under the Democratic Party proposed to amend the Political Parties Act and suspend until after the next elections, requirements that any MP or councillor who defects to another party other than the one sponsoring the politician to Parliament or Local Authority resign and by extension, seek a fresh mandate.
