Atlas decided to disrupt Marvel's near monopoly on kung fu comics with this origin tale of two twin brothers (one's evil!) who were bathed in radiation in a bomb explosion in Japan as infants. Martin Goodman wanted to offer a robust & varied line of comics to compete with Marvel, DC, et al, so he needed a teen-humor mag. He used the art from Tower's TIPPY TEEN (1965-69) and only changed the main character's name...et voila...something to compete with Archie and the gang!
