Testing vs Temptation

Luke 4
1 Then Jesus, full of the Holy Spirit, returned from the Jordan and was led by the Spirit into the wilderness,  2 where for forty days He was tempted by the devil.
James 1:13
When tempted, no one should say, “God is tempting me.” For God cannot be tempted by evil, nor does he tempt anyone;
